Most buildings divided into flats have a Management Company which is responsible for the maintenance of the communal areas of the building.
If the Management Company is owned and controlled by the residents, then this arrangement usually works well.
However, the Management Company may be chosen instead by the landlord and disputes often can arise between the residents of a building and the landlord concerning the provision, quality, and cost of these services. Residents may either feel that the building is not being properly maintained and managed, or that they have no say in how things are run.
You may have thought about setting up a Residents Association or Management Company of your own but unfortunately that does not allow you to take over control of the building.
There are however several ways of taking more control of the common parts - one way to do this is by exercising your "Right to Manage”.
